Part
1 section 5 of the 1974 Act places general duties upon persons who are in control
of certain premises in the relation to harmful emissions into the atmosphere as
follows:
Use the best practical means to prevent noxious or offensive
emissions into the atmosphere
Those substances that are emitted to be rendered harmless or inoffensive
