Part
1 section 3 of the Act places the following responsibilities upon employers and
the self employed in respect of persons other than their employees:
- Ensure
that persons not in his employment are not exposed to risks to their health and
safety

To give such information to persons not in his employment about how identified
hazards could affect their health and safety
