first problem is one of finding the time to make an assessment. All too few people
have the skills to assess risks until an accident happens, and unfortunately then
it is too late. The Regulations require assessment to be done by "competent persons". Competent in these terms means trained to recognise and assess risks and hazards at work, and to identify the required action to mitigate these. |
